Report on EU support to the justice and security sectors in Guatemala and Honduras

ACT Alliance EU and CIFCA networks are pleased to share the new report: “Analysis on European Union security and cooperation programmes in Guatemala and Honduras”, commissioned by both networks and HIVOS.

The study analyses the European Union cooperation programmes for 2007-2013 which support the strengthening of the justice and security system in Guatemala and Honduras, placing special emphasis on the fight against impunity, strengthening the independence of the justice system and helping women access the justice system. More concretely, it examines the Programme for Security and Justice in Guatemala (SEJUST) as well as the Honduran programmes Support for the Security Sector (PASS) and Support for Human Rights (PADH).

The report reflects how SEJUST, PASS and PADH programmes represent relevant EU initiatives committed to the promotion of Security and Justice in Guatemala and Honduras. However, these programmes were designed and implemented in different historical moments, with different governments, contexts and situations, and failed to be flexible enough to adapt to changes, resulting in gaps in implementation and changes in the scope of results and impact.

Therefore, the report systematizes conclusions, lessons learned and best practices and issues a series of recommendations to the European Union and the governments of Honduras and Guatemala, around eight priority axes  in order to contribute that future programmes maximize their impact and contribute more effectively to the strengthening of justice and security systems in Guatemala and Honduras.
