ACT Alliance Advocacy to the European Union is seeking to recruit a Policy Officer on Refugees & Migration

Purpose of the position

ACT Alliance EU is seeking a dynamic Policy Officer whose main focus will be to ensure that European Union policies regarding refugees, asylum and migration are compliant with human rights, humanitarian law and standards, have the principle of protection at their core, and are coherent with the development objectives of the eradication of poverty and inequality, and the Sustainable Development Goals more broadly, and that ACT EU members and European civil society are making rights-based and constructive contributions to the global discourse on migration and displacement.

Tasks and responsibilities

While this position will be based with ACT Alliance EU in Brussels, the Policy Officer will be supported by and will coordinate her/his activities closely with the Migration & Displacement programme of ACT Alliance which is anchored in the ACT Secretariat in Geneva.

  • Monitoring and reporting on relevant developments at EU and member state level
  • Networking and relationship-building primarily in Brussels
  • Researching and developing advocacy objectives
  • Planning and undertaking and leading strong and effective advocacy towards key EU institutions and member states
  • Ensuring good coordination of ACT Alliance EU and its members on key advocacy lines and activities
  • Good coordination with other relevant agencies including UN bodies, and INGOs, allowing for alliance building where appropriate
  • Good coordination with relevant faith-based and/or ecumenical organisations and networks
  • Any other responsibility which the post-holder is reasonably requested to accept

Key working relationships

  • The Policy Officer reports to the ACT EU Director in Brussels
  • The Policy Officer is supported by and coordinates her/his work closely with the Senior Policy Officer, EU Development Policy and Practice in Brussels, with the Programme Manager, Migration & Displacement, ACT Alliance Secretariat, Geneva, and with the ACT Alliance Community of Practice on Migration & Development, a community of ACT members (incl. ACT Alliance EU members) active on these issues
  • Coordination with the above includes the formulation of the work plan, advocacy and research goals and priorities, and attendance of relevant events


The successful candidate will have the following qualifications and competences:

  • Degree or equivalent qualification in a relevant discipline
  • Experience of successful advocacy towards the EU institutions
  • Good knowledge and understanding of the EU and its institutions and processes including the challenges they pose for advocacy on refugee and migration questions
  • Good knowledge of and experience with refugee and migration issues
  • Good knowledge of development issues
  • Good knowledge of advocacy design & implementation
  • Familiarity with ecumenical organisations and commitment to working ecumenically
  • Effective networking skills
  • Fluency and proven writing skills in English
  • Proven ability to speak in public
  • Experience of managing teams or leading projects
  • Willingness to work flexible hours and to undertake international travel as required
  • Rigorous analytical skills and ability to synthesise information
  • Resilience and ability to work under pressure and manage time effectively
  • Team Player
  • Ability to work on own initiative

Conditions and application process:

  • Contract: The Policy Officer is appointed on a short-term contract to 31 August 2018 (with possibility of extension subject to funding and performance) and is based in Brussels.
  • Salary in accordance with ACT Alliance EU salary scales
  • The position includes travels to European countries, as needed and within budget.
